REQUEST FOR PROPOSAL (RFP) Business Continuity and Disaster Recovery (BCDR) Plan

1.0 Summary

The Future Generations (FG) Foundation invites proposals from qualified independent consultants to provide a comprehensive Business Continuity and Disaster Recovery (BCDR) Plan.

The successful consultant must have in-depth experience in BCDR planning for small-sized organizations and demonstrate deep knowledge of cloud-based systems and data privacy.

2.0 Background

The FG Foundation is a registered charity. The FG Foundation is for First Nations individuals, communities, organizations, and other organizations seeking support for cultural revitalization, education, and community development initiatives. As stewards of the Indian Residential School Settlement Agreement (IRSSA) funds and fundraiser, we ensure efficient allocation of funds to address the harms of residential schools. Our grant funding addresses these challenges, providing financial support for educational pursuits, healing projects, and cultural revitalization efforts, empowering individuals, communities, and organizations to address long-term harms and promote reconciliation.

3.0 Scope of Services

The FG Foundation is seeking the services of a qualified consultant to lead the development and implementation of the BCDR plan.

The successful proponent will collaborate with our management and IT contractor to provide the following services:

Assessment & Analysis

  • Review of existing systems, tools, infrastructure, and vendor arrangements (including Microsoft 365, SurveyMonkey, cloud-based server, etc.).
  • Identification and prioritization of risks, including IT disruptions, natural disasters, loss of key personnel and vendor or operational failures.
  • Gap analysis of existing business continuity processes (if any).

BCDR Plan Development

  • Business Continuity Strategy/Policy (critical functions during any disruption, recovery time objectives, recovery point objectives).
  • Disaster Recovery Strategy/Policy (data backup, system restoration, cloud recovery).
  • Communication protocols during a disruption, including escalation paths and stakeholder notifications.
  • Roles and responsibilities matrix.
  • Plan for coordination with external vendors and service providers.

Implementation

  • Clear, step-by-step playbooks to operationalize the BCDR strategy across IT and organizational functions.
  • Recommendations for practical tools and solutions appropriate for a small team and limited IT support.
  • Simple templates or checklists for internal use (e.g., emergency contacts, vendor lists, outage response, personnel coverage in case of personnel loss).

Training & Testing

  • Staff training session (virtual or in-person) on the BCDR Plan.
  • At least one tabletop exercise or scenario walkthrough.
  • Guidance for periodic testing and plan updates.

The successful consultant must fulfill the following mandatory requirements:

  • Proven experience developing BCDR plans for small organizations or non-profits
  • Strong knowledge of cloud-based platforms (e.g., Microsoft 365, SurveyMonkey, cloud servers) and IT disaster recovery practices
  • Ability to address non-IT disruptions
  • Familiarity with Canadian data privacy and cybersecurity best practices
  • Ability to deliver a practical, actionable plan suited to limited internal IT capacity
  • Strong communication skills and ability to train non-technical staff
  • Commitment to confidentiality, professionalism, and working within a fixed budget and timeline

4.0 Proposed Timeline

The following timeline outlines key milestones in the selection and audit process:

Deadline to submit questions - September 26, 2025

Proposal submission deadline - October 3, 2025

Contract awarded - By October 31, 2025

Project planning - By November 7, 2025

Draft BCDR plan delivered - By November 28, 2025

Review and feedback - By December 12, 2025

Final Plan delivered - By January 16, 2026

Staff training & tabletop exercise - By January 30, 2025

5.0 Selection Process and Criteria

Interested bidders should submit a proposal that includes:

  • A summary of the consultant profile and qualification
  • A description of the proposed services and the consultant’s understanding of the FG Foundation’s needs
  • Proposed methodology and workplan
  • Timeline and milestones
  • Fee schedule, including a breakdown of hours and rates by staff level
  • Experience providing BCDR consulting services to non-profit and charitable organizations
  • References from at least two previous similar project

Proposals will be evaluated based on the following criteria:

7.0 Rights of the Future Generations Foundation

This is an RFP and not an invitation to tender. The reader is hereby advised that the FG Foundation reserve the right to:

  • Accept a proposal without negotiation;
  • Negotiate changes to the technical or financial content of the successful proposal;
  • Cancel or reissue this RFP at any time;
  • Reject any or all proposals received in response to this Request for Proposals;
  • Accept any proposal in whole, or in part;
  • Cancel and/or re-issue the modified version of a given RFP requirement at any time;
  • Award one or more contracts;
  • Verify all information provided with respect to a given RFP requirement, including the right to request a confirmation of the bidder’s legal status and signed documentation; and
  • Award contracts without competition for follow-up work, if any, to the selected bidder for a given project requirement.
